Professor WIlliam Tonso, back in 1995, quite possibly described this mechanism most succinctly:
"In reporting on the continuing controversy, the national press routinely cites strong public support for the ban... Having whipped up hysteria about “assault weapons,” journalists now point to the results of their alarmist reporting as evidence that they were right all along."
This is one reason why the Supreme Court wisely ruled that “fundamental rights may not be submitted to vote; they depend on the outcome of no elections.”

As for Professor WIlliam Tonso, it was he who observed the big difference between the Cosmopolitans and the Bedrock Americans.
Perhaps the Cosmos are OVER-sampled.
