Just to be clear: The Salt Palace is a public venue. The Defending Utah report says "$650,000 [was] provided by the state legislature..."
The legislature doesn't have the authority to declare the First Amendment suspended so I'm not seeing how they can transfer that to a "guest." I admit I don't know what provisions of diplomatic law and treaties apply, but since the woman in pink isn't putting her camera away, I'd be inclined to force an arrest and then fight it in court.
I'd say it's up to the citizens of Utah to demand answers and investigations, but then again, we're talking a place where My Man Mitthead is considered a Republican.
