No. The Governor has NO authority over property owned or leased by the General Assembly. It is their prerogative to decide what the rules are and how they are applied. Ralph has no say. Today, the 'Rule' was issued by fiat by the JOINT Rules committee, composed of Leftists from both the House and the Senate. So it is done. It's over.
