We're the Only Ones Insatiable Enough

How could Sanders (we know his name) satisfy "the officer" (!!!) when he didn't have a weapon to drop?

    I’m torn. 11:15 pm (dark) in an alley, so poor visibility… guy runs away from cops… he had no weapon to drop, but also refused to get down on the ground regardless… I just see a lot of reasonable doubt here. Of course, this is the cop’s story, and the reporter’s (mis?)reporting of that, but I see no smoking gun yet.
