    Colorado is an open carry state but this took place in Denver where open carry is banned. His shirt is tucked in so his guns are exposed. Looks like he was poking the bear.

    Regarding state preemption, if a state has preemption laws they should apply statewide. None of this "big city" opt out like Denver and Philadelphia.
