Very interesting. It seems the problem is not so much "showed up drunk," but that there's a pattern where local cops show up to a residence with an arrest warrant, the target (one of whom was a city councillor) phones the sheriff, and the sheriff shows up uninvited and tries to take over. It looks like the local PD is trying to build a bribery/protection case.
