This is the same BS as "straw purchasing" laws. A private sector merchant is expected to read a customer's mind and profile them in a manner that law enforcement itself is forbidden from doing. Wow, a billionaire was going through $200K of cash every year, why didn't anybody see how SUSPICIOUS that was? Puhleeze! Not to mention the assumption that a bank outside the jurisdiction of the US is required to answer to the US in any way, shape or form.
