Florida, Miami-Dade county in particular, is one of the jurisdictions that actually has put people away for ballot harvesting. It is not a myth. When you read stories like this one:

about mishandling of a "small number of ballots" being deliberately mishandled, with the gist of the story being that small numbers don't affect outcomes, remind folks that George W. Bush "stole" the Florida election, and the electoral college, in 2000 by a measly 537 votes.
537 votes out of almost 6 million votes cast is not even a rounding error. It is a ridiculously "small number". Yet it was enough to put Bush 43 in the White House.
So next time someone "poo poos" 9 votes found in a dumpster, remind them of Florida's 537 votes that gave us the second Bush presidency.
