Down to the Wire

 A federal judge has extended the deadline for registering to vote in Virginia by 48 hours after the state’s online voter registration system went down because of an accidentally severed cable. [More]

Wit the permits that need to be obtained and the blueprints to guide engineer-directed, supervised work crews, I'm wondering if there has been an official inquiry into the "accident."

When the Miami Shores area was being wired for cable TV, after Florida No Cuts had clearly marked the location of all the buried utilities, the very first trench destroyed a 3500 pair phone cable. After a few days of 24/7 emergency repair work, the contractor was given the OK to resume work and promptly destroyed another section of cable. When the BellSouth engineers showed up, the Cuban trenching supervisor of the Haitian digging crew exclaimed, "I don't understand why this is happening. We trenched right on the dotted lines."
