No, the trick is all in the passive voice. They complain about the police "being outgunned." If they complained about "honest citizens outgunning the police," the dissonance would be too obvious. The implication is that the police are outgunned "by criminals." And except for committed revolutionaries (who are admittedly becoming a problem ta this point) the advanced training is pretty much all being done by honest citizens.
