1. 90% of violent crime is committed by 10% of the criminals. 2. The people who work in the criminal justice system know who they are.
It ain't rocket surgery (borrowing a phrase from a Limbaugh caller) to suggest you could achieve a 90% reduction in violent crime if you:
1. Picked the bad guys up. 2. Treated any attempt to plea bargain as attempted bribery. 3. Put them in or under the jail until they were no longer a risk.
But that will never happen, posturing by the "tough on crime" folks notwithstanding, because while those same bad guys probably can't vote, their friends and relatives probably can. Guess which party they vote for. Now guess which party controls the cities where these predators operate.
