Before I get too excited about that, I need to know what Arizona law says about who may enter and what legal steps have been taken to get in someone who is authorized to be there. Are there no trained Republican political observers, and do we know if the ones who are there are honest or Flakey?

As he is a candidate on the ballot in the county this year (though acclaimed re-elected in a landslide by every report), I wouldn't be surprised if election law explicitly keeps him out.
