It sounds like they're paying for everything. Or does this mean "among themselves"?

    What a scam. The county gets to pay for all the crime, but the criminal "sentence" is decided by a "community panel," whose members will almost certainly be chosen exclusively from the deep blue neighborhoods inside the city proper. Three words: taxation without representation. Fail.
