First, this guy is a turd, and he's gone along with his organization's (the house) decision to bar personal defense tools on the floor.

When Florida was debating and ultimately passing its "shall issue" law, I remember one neighbor telling a cop he didn't want his neighbors armed because he was afraid of being shot.
