I can't quite read the detainee's t-shirt (Rural Metro?) -- is that a badge printed on it?

If you're not familiar with Rural Metro, they're a commercial entity that provides contract fire and ambulance services to burgs too small to maintain their own. So this guy with the badge on his shirt could have been a firefighter, an EMT, etc.
Rural Metro? Don't you just love a good oxymoron?
