UPDATE-- Here's the bill and it says:This bill:26 ▸ provides that an individual who is 21 years old or older, and may lawfully possess a27 firearm, may carry a concealed firearm in a public area without a permit;
Good question.

Or is it only for bona fide Utahns with some undefined proof of residency?
