By "auditing the registration and votes cast" do they mean making certain those registered were legitimate?

Well it includes "auditing the registrations and votes cast," whatever that means. Supposedly, mphilipsen@azleg.gov would be able to tell you if they're going to check the legitimacy of all state registered voters.
