Here in (what was, at least before the last election) a red state, we're already in the third act of this dance. The universities unilaterally offered in-state tuition to illegals; the people outlawed it via initiative; now a majority of the legislature (all the Ds plus four RINOs) has referred the issue back to the ballot to get it allowed again.

Slow learners, TX has been giving in-state tuition to illegals for years.
