CT and MA have one-party legislatures that pass tyrannical gun laws then they don't even follow those (miss deadlines, lose applications, etc.). As a result, guns become unavailable not just to "free men" but to Fudds, who outnumbr them greatly. As a result of that, the state rifle association gets pressured to "make the state obey their own laws" rather than to "demand better laws." It's the state's way of letting the gun owners feel they're winning battles when they're actually losing.
