He's not in office and the Republicans don't control anything right now. There's no reason for him to be making statements that will energize his opponents while *they* are still in control.
He's got some easy wins in the near future -- winning over white moms angry at school boards, for instance. I could see wanting to get those easy wins to buy goodwill in those populations that are iffy on abortion and gun control before grappling with the more polarizing issues.
I can see a sub-population of white moms, for instance, who are happy with new empowerment regarding their kids saying "Well, I don't like his gun policies but he respects us as parents" once he starts to move on guns.
It's a political calculation, but I don't think that him being quiet now means he wasn't truthful before. But, it's Virginia. Who knows.
