The concept of Project Exile, separating violent career criminals from their home turf and society in general, may not be THE ANSWER, but properly applied it could be part of an answer. After all, it would be a move toward your concept of putting them in custodial care. The problem arises in that Fed Gov has never been given a power that they did not turn against their political and/or cultural enemies.
One need only consider BATFE's focus on law abiding gun owners and the firearms industry's supply chains instead of focusing on the use of firearms in crime for one of the most blatant examples.
So a Project Exile work-a-like coupled with a redirection of BATFE's efforts might not be nirvana, but it would be better than what we have.
