What about all those blood tests our doctors ordered over the last few decades? Think those vials were just thrown away after the tests were done? They may have needed 'statutory' permission to acquire them, but when has that ever stopped any government or its agencies from doing whatever they wanted? They could always get blanket court orders, as well, for just about any 'investigation' or 'emergency' they could think up.
