Interesting. When I was in Panama, the bases there would routinely have pieces of the fence bordering the base stolen. People weren't breaking in, just stealing the fence to sell it. When your strapped for cash, anything sellable becomes an item of envy.

I submit we require such "people" to eat any fencing they steal. No enchilada sauce, either.
