Why isn't there a lot of crime in the neighboring states, where Massachusetts criminals go to buy guns? Clearly it isn't the guns but the kind of people who live in Massachusetts that are the problem.
The "kid driving to Maine to buy a gun" is breaking Federal Law, assuming he's buying a hand gun. He may be breaking state law as well. So more laws are the obvious answer.
