Having been a life long beneficiary of the kind of "law enforcement" the Metro Dade County Police practices, we are all much better off if we can get more of these cops to sit on their asses. We'd be better off yet, if we could fire them all, and close the department permanently. Yes, it's unfortunate that a victim gets violated by a criminal, but far worse when the police exacerbate things by shredding Constitutional rights, arresting, beating, shooting, and/or killing the victim themselves. So without the MDPD, the crime victim is only violated once. With them, the violations may last the rest of their lives, however short the cops decide that will be.
