    Grasp any reed in a maelstrom.
    The Hughes amendment wasn't properly passed either.
    I suppose the Brady law was 'properly' passed despite only getting thru by the despicable 'unanimous consent' ploy abetted by Bob Dole.
    No matter, no court will ever find a restriction on rights to have been improperly or illegally enacted.
