I'm against a new law: I think they could simply 'decline to prosecute' anyone who runs someone over, since the freeways are clearly marked as prohibited to pedestrians.
I’ve always preferred to define terrorism as the intentional targeting of violence against people who are powerless to make policy in order to force the hands of other people who have such power.
While blocking a freeway falls short of “violence,” it suffers from aping exactly this terrorist state of mind.
