The judge can enforce his assertions. I doubt anyone else will. In fact I wouldn't want to be in his shoes. Missoula is a very small place.
His ruling says, "That is the way I want it to be!".He will be overturned. That doesn't matter to the judge, because he made his foot stomping statement.There is State pre-emption.
