Well he does make a valid point, because this is what happened in NYC, and in other countries. But THEY can only control the major population centers, which a Green New Deal would force most of U.S. in to.
When reading "Band of Brothers" I found it interesting that when the US troops asked that weapons be turned in in their area that quite a few non-military weapons were turned over. They were surprised at this because being from America they only wanted the military to turn over their weapons. But my point is that even Hitler never totally disarmed Germany, but because of political, psychological, as well as a police state he essentially had overall control.
I doubt if rural America or the SE or SW will dutifully turn over their guns as NYC did, but I think that in blue areas some people might.
