It took some digging but I think I almost understand what happened.
Tex (R) Senator Cornyn introduced an amendment to one of the appropriations "minibus" bills that may have to do with Transportation, Agriculture, Housing and maybe some other areas as well. The amendment was passed 99 - 0 by the senate and is intended to forbid funding of any program that would allow gun walking UNLESS the program ensures that any guns allowed to walk will be constantly under observation by law enforcement.
Basically, the Senate of the United States voted to refuse to fund any illegal operation that would involve gunwalking. What's that again??
Side note: Cornyn's amendment is attached to a bill that still has to be passed by the House.
