Apparently the police had the same bewildered reaction. That's not reassuring in a land that mandates reliance on the police; a land where self-defense is illegal.

Sounds like a vigilance committee to me. Hooah, about time that they began to remember that they are men, descendants of a culture that ruled an Empire upon which the sun never set.
