The main questions this raises for me are how much less expensive and risky everything would be if the government really was rigorous where it counts the most, and why the bosses directing resource expenditures have been shifting them away from this to those they now smear as "greatest threats".

That and to Ernie "Ghoulardi" Anderson. Here's a story I didn't know before and it cracked me up:

In the mid-1960s, Ghoulardi's irreverence overtook the rarefied Severance Hall, where an Italian Cleveland Orchestra guest conductor introduced himself and said that he was from Parma (in northern Italy). According to Tim Conway, misunderstanding members of the audience burst out singing Ghoulardi's polka theme.
