That seems different from the way states like mine handle PROVISIONAL ballots, which then go to the Board of Elections for bipartisan resolution. Here, if a precinct election official knows someone can't vote they can issue a challenge, which I always envisioned would include slapping them in the face with a glove.

It's not clear to me if that's what is happening here or not.
