I guess none of the police there has ever looked inside their toilet tank.
from the benefit of the doubt department:
The object in question, if viewed by a dim wit under dim lighting, might resemble a rubber ball OC (pepper spray) grenade.
I can't help but notice how they euphemistically danced around calling it by it's real name: ballcock.
I suppose the ignorant would be offended by the word, but are there really that many people who have never repaired a leaky toilet who wouldn't know what a ballcock is?
