So The governor wants the ability to impose a heavy property tax against the express consent of those being taxed. This taxation without representation idea may lead to trouble. I think it may have in the past.
That is the way Tyrants think.
Since Kitzhaber is a progressive, why doesn't he tax the rich such as himself and use the money to have the Oregon State Police, a civilian law enforcement agency, fill in?
Probably can't let a crisis go to waste.
