Take away the badge, same situation... Think John Q. Public walks with no charges? Criminally negligent homicide or voluntary manslaughter at a minimum. God forbid "law enforcement" be held to the same standard....
Actually, they managed to shoot the other, obvious, blood covered hostage too!
