What's to prevent DC from adopting is license scam like NJ's 'shall issue, upon proving justifiable need' nonsense, which is supported by the courts due to 'public safety'? If that happens, then is victory is a sham...
I'm under the impression that the judge's ruling requires shall issue, much like the 7th Circuit did for Illinois, though I haven't read the entire ruling. There also reports that DC's police chief issued an order to not arrest out of town CCW holders who carry but I'd have to see the order in writing to believe it.
