If you never been "in fear of your life" enough to shoot a 15 lb dog, you're probably not qualified to make that determination.
Don't judge them until you've goose-stepped a mile in their jackboots.
As for the Chief's statement: It appears they got body slammed and threatened because they didn't "respect their authoritah."
"Respect goes both ways." Like hell. You show respect - or else. That goes double if you're black.
