I also like that they "may raise the fence." Why does that seem...I don't know ... contradictory?

The section of the US Secret Service that does protection details has two divisions. The Uniformed Division are the guys who stand outside in uniforms. They are tasked with physical security of property. They were originally called the White House Police.
The personal protection details wear suits. They are not the same group of people and there's stories about friction between the two groups because the guys in the suits, being more well known to the politicians, get treated better.
Except by Hillary, I guess.
Maybe the guy was being candid and he is running some sort of reconnaissance for someone from Iowa. I suspect the SS are on even higher alert than normal right now.
