Oh, so that's how rights work.
That $1000 per firearm excise tax looks like an inflation-adjusted $200 tax on suppressors, short barrelled rifles and other devices.
If a poll tax is unconstitutional, why are excessive excise taxes on arms consistent with the Second Amendment?
