The Good Kind of Amnesty

Dean does not seem to know some details of revision of the NFA by the GCA of 68....

1) Amnesty must at least be 30 days no longer than 90.

2) They can not be consecutive, and must have at least one day between them.

3) There is only a provision for general amnesty, meaning all NFA devices not selective, (this is a good thing).

In theory the Trump administration could do 90 days, one day off another 90 days, one day off, etc. for his entire tenure. A "Trump Card" if there ever was one to force congress to address the issue.

This could be an avenue to demand a full capacity magazine amnesty of prop 163 or any local ordnances (and 5th amendent)) violations. This requirement would Seem to superseed state law and have precident.

The argument really applies just as much to all the "non compliant" firearms being hidden in kalifornia
