No excuse.
The proposed solution is to train cops to have their badges out in all situations where they're not in uniform, because it's OK to shoot a serf who's doing nothing wrong, but it would be horrible to shoot a cop who's doing nothing wrong, and we won't shoot cops if we know they're cops...so identification is our chief problem to solve here...
