I've personally never seen a gun on the street but I can imagine how hitting one could be bad for your tires.
In Miami we have real problems. Like flesh eating zombies.
The issue is a "culture" that shows little respect for the life of others as well as single of no parent households. But it's easier to point at an inanimate object than to point to the truth and risk being called out as raciest.
