DARPA at one time ran a program to track and monitor the daily activities of citizens....that program was ostensibly ended.... coincidentally on THE SAME DAY Zuckerberg launched FaceBook. And reportedly many of the DARPA employees involved with that program eventually left DARPA to work for Zuckerberg. Convenient.
