Maybe I'm getting too cynical, but...
I wonder if some field-office SAC went over the complaints, and dismissed them in the hopes that in the absence of action, eventually, the scumbag would "snap" and commit a crime that could be used politically to push for more restrictions.
Kinda like the ATF's SAC in Phoenix, Bill Newell, who was reported to be "positively giddy" when guns connected to Operation Fast & Furious began appearing at scenes of cartel-related massacres in Mexico.
The similarities are almost uncanny. Almost.
Like Archer, I think some of these incidents stem from deliberate neglect. Just as at MSD, where the murderer had given years of indications of violent intent, many of these murderers were already known to the police. Leftists view the individual as nothing, and the collective as everything. It is not surprising that they would be willing to sacrifice lives through actions not taken, in order to advance a policy objective.
