And it's not a "difference of opinion." If bearing arms did not enhance the chances of prevailing in violent confrontations, why would enforcers do so?
Then again, admitting the obvious wouldn't result in continuing consulting fees. Speaking of which, I wonder how much tax plunder the city paid to come up with this slick brochure and its accompanying "executive summary"...
