Passed this on to some friends in OHA and other state agencies, but more "confidential" reports wouldn't hurt.

The Oregon Secretary of State, Bev Clarno, has historically been pretty fair when it comes to investigations and audits. The AG and judge will probably lean left, but at least it'll be on-record.
