Actually, it's quite common in some states for the legislative sponsor of a bill that looks like it is going down in flames to vote against it, because only a legislator who voted against it can move for it to be reconsidered at a later time. It looks like Samirah was going that route due to faulty advance information about the way the delegates were going to vote, information that apparently also infected the computer system, which registered the vote the same way he expected it to be before correcting it to the final tally. Anaysis: someone lied to Samirah beforehand.
