I would have view foreign helpers as a hostile invasion force, and, if lacking any orders from a recognized domestic militia, would be forced to take appropriate independent action,according to situation. Even if that might be more than observe and report.
So all the money spent on "Blue Helmet" targets wasn't a waste after all.
