Well now, let us consider the POV of the cops.
"Hey, Frank, think we oughta answer that call on the robbery?"
"Joe, you remember last tine we did that?"
"Uhhh, oh, yeah. Prosecutor wouldn't file charges because they stole less than a thousand bucks worth of stuff; the Chief accused us if harassing the individuals to boost our arrest records. Mayor said we were racist pigs because the perps were not white. That was even though YOU are black and I am half Latino. Got written up, reprimanded and warned."
"Yep. So, screw it. Let's play more Pokemon!"
